The City of Escanaba contracted with the Michigan Electric Cooperative Association (MECA) to administer the Energy Optimization efforts in order to comply with PA-295.  The Michigan Municipal Electric Association (MMEA) filed a 4 year Energy Optimization plan with the MPSC on August 17, 2011 as required by PA 295.  This EO plan was approved by the MPSC on May 24, 2012 and we began implementing our 2012 – 2015 EO Plan on January 1, 2012.  The Wisconsin Energy Conservation Corporation (WECC) was selected to implement the Residential, Commercial Industrial Programs, and the Energy Optimization (EO) website  WECC has subcontracted with JACO, Michigan Energy Options, Franklin Energy, Morgan Marketing Partners, and Honeywell to assist with the implementation of these EO Programs.


In 2012 the City of Escanaba spent $191,237 on Energy Optimization programs and achieved 1,428 MWh of energy savings.  The full report can be obtained at  or at
